Covenant approval comes first
The Woodlands Residential Development Standards require prior written approval from the Residential Design Review Committee or its staff before you add improvements such as swimming pools, spas, patio structures and summer kitchens.[1]
- Neighborhood Criteria. Your neighborhood’s own criteria apply on top of the Standards, so two lots in different villages can face different rules.[2]
- Village committees. Each village’s Residential Design Review Committee has at least three elected resident volunteers and meets monthly.[2] Plan your start date around the meeting calendar.
A third-party “qualified inspector”
The Standards require a qualified inspector to certify that a swimming pool was built to the adopted building code, the approved plans and the Standards. The inspector must be an independent third party: a licensed architect, a registered structural engineer, or an ICC-certified building inspector.[1] Ask each builder who arranges this inspection and whether its cost is in the bid.
Budget
Angi’s Houston page (updated August 2026) puts most inground pools at $51,832–$100,605, averaging $75,337.[3] In The Woodlands, also allow for review time and the third-party inspection. The pool cost guide compares sources.
Questions to ask a Woodlands pool builder

- Which Neighborhood Criteria apply to my lot?
- Who is the qualified inspector, and is that cost in your bid?
- If I add a summer kitchen or patio cover, can it go in the same application?
