Pool renovation in Houston

Most Houston-area pool renovations combine a few jobs: a new interior finish, waterline tile and coping, a deck refresh and new equipment. Here’s what each part typically costs, what the rules say, and how to get matched with a local pool pro for a quote.

What a pool renovation usually includes

What a full remodel costs

A Houston pool builder’s 2026 price table puts a full remodel (surface, tile, coping and deck) at $15,000–$50,000, adding a tanning ledge at $5,000–$10,000 and adding a spa at $8,000–$25,000 or more.[5] These figures come from companies’ own websites and Angi’s estimates. They’re planning ranges, not quotes. Your price depends on pool size, shell condition, materials and access.

For comparison, a new pool in Houston is a much bigger budget. See the Houston pool cost guide.

Permits: what Houston’s pool code says

Inside City of Houston limits, the city’s amendments to the 2021 International Swimming Pool and Spa Code say anyone who wants to “alter, repair” a pool or spa, or replace a system the code regulates, must first apply for and get the required permit.[6] Whether your specific scope needs one (for example, a finish-only job versus new plumbing, electrical or a reshaped pool) is a question for your builder and the Houston Permitting Center. Outside the city, your county or suburb sets the rules. See the local pages below.

Draining the pool: where the water goes

Most renovations start with a full drain. Houston’s storm water ordinance bans non-storm-water discharges to the storm sewer, with an affirmative defense for dechlorinated swimming pool discharges.[7] Texas pool rules also say draining water must go out through an air gap, with no hard connection to the sanitary sewer.[8] Ask every bidder how they’ll drain, dechlorinate and dispose of the water, and whether that’s in the price.
